As part of efforts to operate our campus as efficiently and cost-effectively as possible, the University has adopted an Indoor Space Temperature Policy for WVU-owned or operated facilities.
The policy, which is effective immediately, provides formalized standards for interior space temperatures in all facilities where the temperature can reasonably be controlled.
The policy provides consistent indoor environmental comfort specifications based on established standards for human comfort, productivity and safety. These specifications are consistent with:

The policies of WVU peer institutions;

Standards established by the American Society of Heating, Refrigeration and Air conditioning Engineers (ASHRAE);

West Virginia Code; and
-
The University’s educational mission and commitment to environmental stewardship.
It should be noted that select building spaces, such as research, medical and computer room spaces, may require temperatures outside those established within the policy. It is not the intent of the policy to limit or hinder these uses of building space. Faculty and staff should contact their building supervisor if a research, medical or computer room space has specific temperature requirements that fall outside the recommended ranges.
Highlights from the policy include:

In spaces where thermostats or temperature control systems (e.g., air conditioning or heating units) are installed by Facilities and Services, temperatures generally should be regulated within the following temperature ranges for the heating season (Oct. 1 through April 30) and cooling season (May 1 through Sept. 30):

For a building’s occupied periods (i.e., operating hours), temperatures for the heating season should range from 66 to 72 degrees Fahrenheit, while temperatures for the cooling season should range from 70 to 74 degrees Fahrenheit.

For a building’s unoccupied periods, temperatures for the heating season should range from 55 to 65 degrees Fahrenheit, while temperatures for the cooling season should range from 75 to 85 degrees Fahrenheit.

In spaces where cooling systems do not exist, fans or other cooling or ventilation devices may be provided by Facilities and Services for the comfort of occupants in the cooling season; however, cooling temperatures are not guaranteed.

Buildings that use air conditioning systems for humidity control may be set to as low as 68 degrees Fahrenheit in the summer to minimize the use of energy needed for the comfort of building occupants.

Windows in conditioned spaces should remain closed when these systems are operating.

The use of personal space heaters or other heating or cooling devices may present a safety risk, and these devices are prohibited unless authorized or provided by Facilities and Services.
